The Crisis of Applied Literacy: Analyzing Civic Illiteracy and The Knowledge-Behavior Gap Among Degree Holders In India.

In India, our current education system heavily focuses on academic output—passing exams, memorizing textbooks, and collecting degrees. However, there is a massive difference between holding an academic degree and being truly literate. This research explores the critical phenomenon of "Civic Illiteracy" and the "Knowledge-Behavior Gap." It analyzes how formally educated individuals, despite knowing the rules, constantly display social ignorance and irresponsible behaviors in public. By looking at 8 major real-life societal issues, this paper breaks down why our education system fails to change human character. Through a survey of 100 educated citizens and extensive observations, the study proves that intellectual awareness is empty without moral execution. Additionally, it highlights the transformative role of Academic Libraries as information hubs. Finally, the paper discusses government efforts and proposes a shift toward value-based, applied literacy.
